Description

This function can be used to determine if the event is currently being finished (as INCOMPLETE) for the first time as a result of the user having pressed the 'Gang' button on the 'Choose Equipment' step. Note: this function will only return true for the event finish trigger actions that occur immediately after the 'Gang' button is pressed. As soon as the event interface is redrawn in the ganged state it is best to rely on the IsGanged function to know whether the event is in a ganged state.
